Here they have compressed about 15hrs of the TV show into just 1.5hrs, because of this they have edited the story ruthlessly and even changed it a fair bit. And most importantly, it just did not have the time to give the back stories of more than 10 important people! They were disposed off so fast that it felt rude to the ideals they represented.
They even changed the behaviour of some people. Kaoru who is just a teenage girl hopelessly in love with Kenshin; rash, tomboyish and unlady like most of the time was behaving and talking like an elegant mature lady!
Its because of all this that people who saw the TV show got disappointed and gave it such a bad rating.
But if you were to see it without prejudice it's a great 8/10 anime. Especially in the 1st half, I was constantly wowed by the excellent animation and the pacing was just correct. Please disregard the ratings and check it out yourself.

It looks pretty, it looks beautiful, it could be perfect and...it's too short. Squeezing about 10 manga volumes in two 45 minutes OAV leaves out details, most battles are not the same anymore,... It's nice to see Kenshin move and fight in HD, otherwise, you're better off with the TV series.

Take one of the best Shounen arcs ever, short it down, change events, have downgraded character designs, and make it an unfaithful adaptation - and what do you get? This.
Shin Kyoto Hen is a disappointment like no other. It tries to be more mature and have a darker tone, much more akin to the OVAs rather than the TV series, but it just comes out as awkward and unfitting. If you're one of those who only watched the Rurouni Kenshin OVAs, then don't bother with this one, as this'll only please the most hardcore Kenshin fans.
Only for those who want to see the second arc, the Kyoto arc, in HD.

The first part is only out yet, so, from it i deduced that: Summary of kyoto arc with a change in plot which didn't seem that bad(and entry of Usui= LOLzzz)... but, in it: Shishio and aoshi r annoying, Saitou is like "missing" his gatotsu and charm, and Kenshin is "strange"..... Kaoru, Yahiko, Sano also scarce... Rest: 40mins did quickly though...!!

Shin Kyoto Hen is a condensed retelling of the Kyoto arc, although if you're already familiar with the series, it felt summarised to the point of being nonsensical. It made an effort at being darker but it only ably succeeded and was often at odds with existing character profiles.
If this is your first time watching Kenshin, I recommend you start with the series. This is only for the truly die hard fans who might enjoy seeing Kenshin in high def as well as extra footage from the Kyoto arc.
