The local law enforcement has a problem: the Demon Seed — a small but surprisingly capable gang with a charismatic leader. Their mecha body suits allow them to undertake spectacular crimes that regularly rampage the city and totally humiliate the police.

Desperate, the police have created a special branch just to deal with them. However, these unlucky few are not having any better results than the regular police and the public is turning against them. If they could just foil the Demon Seed once it would make their careers so much easier.

The trigger-happy Latell and his partner a hyperactive, irresponsible glutton of a talking cat Apulo are among of the most dangerous detectives on the Division of Space Piracy force. In their rampant pursuit of space pirates, they end up causing more property damage than any one pirate could possibly hope to create. The chief, sick of all the bills, decommissions their ship, Lagendra, and sends the duo packing.

Without a job and with Latell also out of the picture, this prompts Apulo to contemplate ing the space pirates himself. Step one is to con their ship's AI into still acknowledging Apulo's commands. Noting how serious Apulo is about the new career move, Latell stays hot on his ex-partner's heels, hoping to keep an eye on him.

But can Apulo and Latell survive long enough without the protection of the agency to find out what those pirates are up to and prevent everyone in the known universe from becoming a cat?

The city is notionally led by Shogun Iei-Iei Tokugawa ("Emperor Fred" in the dub), but as he is a doddering eccentric, the city's actual leadership lies in the hands of his daughter Tokugawa Usako (Princess Violet) and a council headed by the ambitious prime minister Kitsunezuka Ko'on-no-Kami (Seymour "The Big" Cheese; identified as a fox in the original, but a rat in the dub), who constantly plots to overthrow the Shogun with the help of his trusted advisor Karasu Gennarisai (Jerry Atric), and Karamaru (Bad Bird), the leader of an army of ninja crows.

Unknown to the prime minister, council member Inuyama Wanko-no-Kami (Big Al Dente), the commander of the Palace Guard, learns of his designs on leadership, but is unable to prosecute him for treason because of the plausible deniability he maintains. Instead, Inuyama enlists the services of Yattarou (Speedy Cerviche), Pururun (Polly Esther), Sukashii (Guido Anchovy) and their operator Otama (Francine), four cyborg cat ninjas (samurai in the dub) who work in the city's pizzeria. Also known as the Nyankii, they are assigned to to stop Kitsunezuka Ko'on-no-Kami and his evil henchmen's plans to take over Edoropolis.
