The particular combination of Saturday-morning cartoon hijinks, an anthropomorphic cat with mind-controlling eyes, and deadly serious subject matter present here does not work well at all. Rather than being integrated or building off one another they constantly clash.
If you're a fan of furries and random wacky things like riding a motorcycle down a piranha infested river or a cyborg crow-copter, and don't mind seeing animals shot/poisoned or soldiers being gunned down, then this might end up watchable. Otherwise it will probably be a mildly torturous experience at best.
