So I've been closely listening to Secret Base over the past couple of days. It is clearly a graduation-theme song. What I'm curious about is the line about "meeting again" in "August, 10 years from now". I assume "10 years" simply refers to a 10-year anniversary, but what significance does August hold?
^So you're saying this is the anniversary of the song release and nothing to do with school? I don't buy it. Not when the lyrics includes "let's go home together", "hide my face behind my (school) bag", "summer vacation", or "transfer schools".

They meaning of the text in any song is (mostly) up for the listener.
It may just have sounded good/rimed (dont speak Japanese, so wouldnt know).
The song speaks of the summer, August is a summer month.
But you can find many more reasons for choosing this month...
